Commercial building under construction with scaffolding

Rebuild valuation for commercial and residential buildings

Our insurance experts can arrange a rebuild valuation for your commercial premises, block of flats and residential properties.

Ensuring your commercial property has the correct building reinstatement value is vital to protecting your business from the costly risks of underinsurance. If you own or manage premises, arranging commercial property insurance with a precise rebuild cost assessment ensures your policy covers the full cost of rebuilding in the event of a total loss.

At Premierline, we work alongside specialist property valuation partners Barrett Corp & Harrington (BCH) to offer rebuild valuations – helping you to find the right level of cover for your business premises.

What is a rebuild valuation?

A rebuild cost assessment (also known as a building reinstatement valuation) calculates the total cost required to completely rebuild a property from the ground up if it were destroyed. This assessment includes the cost of materials, labour, site clearance, demolition, and professional fees.

Unlike a market valuation, which reflects what a buyer would pay for the property and land, a building insurance reinstatement value focuses purely on the construction and preparation costs needed to restore the property to its original condition on day one of the policy.

To ensure you have the right insurance protection in place, Premierline offers a range of options to determine the rebuild cost of your buildings. This includes desktop-based options such as the Benchmark Building Insurance eValuation Survey, as well as full on-site surveys where qualified surveyors come directly to your premises to inspect the property.

Why an accurate reinstatement cost of property matters

Getting your building reinstatement cost right is essential for safeguarding your financial stability. Set your figure too high, and you will end up overpaying on insurance premiums; set it too low, and you face severe financial shortfalls if you need to make a claim.

According to research by BCH, 59% of properties surveyed in 2025 were underinsured and 28% over insured, meaning nearly 9 out of 10 policies stated the wrong rebuild figure before the survey.

If your property is underinsured when a loss occurs, insurers may apply the condition of average. This means any claim payout could be reduced in proportion to the level of underinsurance. For example, if your property is insured for 50% less than its actual rebuilding cost, your insurer may only pay out 50% of your claim, even for partial losses. Facing a payout shortfall can delay property restoration and severely impact your operations, making complementary cover such as business interruption insurance equally critical to protect ongoing cash flow.

How Benchmark rebuild valuations work

A Benchmark eValuation Survey, powered by BCH, combines advanced digital technology with an extensive dataset of RICS-compliant site assessments conducted by qualified surveyors since 2006.

Unlike broad-stroke rate calculators, the Benchmark eValuation uses an elemental valuation process – your building is broken down into specific construction elements and valued based on its unique structure.

Here is how the remote assessment process works:

1. Property identification

You provide key information about your property, including storeys, internal features, including permanently installed fixtures and fittings, and any basements, mezzanines, or usable roof space that cannot be seen from satellite imagery.

2. Digital analysis

Surveyors use Ordnance Survey (OS) mapping, satellite imagery, planning submissions, and digital software to confirm the building’s footprint, construction methods, and measurements.

3. Elemental calculation

Experienced surveyors apply elemental building rates derived from trusted industry sources, such as SPON’S, Laxton’s, and the Building Cost Information Service (BCIS). To ensure accuracy, the surveyor cross-references your building against case studies of three similar properties previously valued on-site by BCH.

4. Comprehensive report

Within 10 days, you receive a detailed report outlining your recommended declared value, including cost breakdowns for rebuilding, site clearance, external works, and professional fees.

5. Policy update

You should notify your insurer or broker of the new declared value so it can be updated on your insurance schedule. Under the Insurance Act 2015, policyholders have a legal duty to make a fair presentation of risk. Disclosing your updated reinstatement value ensures your policy remains valid and fully protects your business if you ever need to claim.

If a building is particularly complex or available digital data is insufficient, we will notify you and provide a quote for an attended, RICS-compliant site visit instead.

Eligibility for a Benchmark rebuild assessment

Desk-based Benchmark valuations offer a fast and cost-effective alternative to full on-site visits. However, to ensure high accuracy, certain criteria apply:

Properties suitable for eValuation

  • A single building, or multiple buildings on site of similar age and construction
  • Commercial buildings (including blocks of flats) with a current declared value up to £7.5m
  • Residential buildings with a current sum insured of up to £3m
  • Properties with listed status up to Grade II (or equivalent in Scotland, Wales or NI)

Properties NOT suitable for eValuation (require attended site visit)

  • Properties that form only part of a larger building (e.g. a single flat within a block)
  • Properties with a flying freehold over a neighbouring property
  • Sites with multiple buildings of differing age or construction
  • Properties where an individual cost breakdown per building is required
  • Properties with a thatched roof (unless scaled floor plans can be provided)
  • Properties with an ongoing insurance claim

If a building is particularly complex or available digital data is insufficient, we will notify you and provide a quote for an attended, RICS-compliant site visit instead.

Rebuild valuation FAQs

How often should I update my rebuild assessment?

Following RICS guidelines, it is recommended to update your reinstatement valuation every three years. If you make structural alterations, extensions, or major renovations to your property, you should arrange a new rebuild assessment as soon as the work is completed.

Is a Benchmark eValuation RICS-compliant?

A Benchmark eValuation is a remote, desk-based report. While it is compiled using RICS-aligned elemental processes and data, an official RICS-compliant assessment requires a physical on-site survey. Many insurers accept Benchmark reports, but you should always check with your broker or insurer to confirm suitability for your policy.

Will my insurer waive the condition of average with a Benchmark eValuation report?

The decision to waive the average clause rests with your individual insurer. Some insurers do waive average upon receiving a Benchmark report, but suitability must be verified before relying on this clause.

Can a Benchmark building insurance eValuation survey be used for mixed-use properties with commercial and residential areas?

Benchmark provides a single overall valuation for a building. Because digital imagery cannot accurately separate and calculate individual commercial and residential floor areas within the same structure, a Benchmark building eValuation survey report cannot provide a split figure. Where mixed-use buildings require proportional cost contributions between commercial and residential elements, an attended RICS-compliant site visit is recommended. Speak to your broker for details.

Is VAT included in a rebuild cost assessment?

Benchmark reports provide an itemised breakdown showing figures both including and excluding VAT for rebuilding, demolition, external works, and professional fees. Because VAT rules vary depending on property usage and tax status, this breakdown allows you and your VAT advisor to calculate your sum insured precisely (for example, applying VAT strictly to professional fees and demolition costs if applicable).

Does a rebuild assessment cover asbestos removal or land contamination?

No. Benchmark rebuild evaluations exclude additional costs associated with removing asbestos, radioactive or hazardous materials, as well as general land decontamination or clean-up. If your property contains asbestos or hazardous materials, separate specialist advice should be sought.
